HOW COME ROADS CONTINUE TO BE CONGESTED
DESPITE SETTING UP CONTROLS (Electronic Road-Pricings, etc.) OR
ARE TRAFFIC JAMS ON THE ROAD A FIGMENT OF THE "JAMS IN OUR HEAD"?

Would that mean if we clear the "jams" in our heads, the traffic woes disappear?
